Adoption & Foster Care Requirements

In North Carolina, as in other states, you must meet certain requirements in order to become a foster parent or adopt a child.

The requirements to become a foster parent include:

  • You must be at least 21 years old
  • You must undergo a complete background check
  • You must complete 30 hours of preparatory training, known as Trauma-Informed Partnering for Safety and Permanence/Model Approach to Partnerships in Parenting (TIPS-MAPP)
  • You will need to become licensed as a foster parent

What are the Requirements to Adopt a Child in North Carolina?

  • You must be at least 18 years old
  • You must undergo a full background check

You may also complete voluntary training through an adoption agency, but this is not usually required. Additionally, to become either a foster parent or adoptive parent, you do not need to be married; you can be single, married, divorced, or widowed. You are also permitted to adopt a child or become a foster parent if you own a home, rent a home, already have children, do not have children, or have some or no parenting experience.

Foster Care and Adoption Costs

You can work with your county department of social services or a licensed private agency to foster or adopt for free. Some private agencies not under contract with the State of North Carolina may charge a fee for their services.
